This document describes the Sure Start programme, which was announced in 1998. The programme works by bringing together early education, childcare, health and family support for young children who live in disadvantaged areas.
The seven guiding principles of Sure Star, explained in greater detail in the document, are: Working with parents and children; Services for everyone; Flexible at point of delivery; Starting very early; Respectful and transparent; Community driven and professionally coordinated; Outcome driven.
Useful evidence from the Government’s 2002 review of childcare which can be used to support the Sure Start programme is also included. The document also explains the role of the Government’s new Sure Start Unit, and the main aims and objectives of the programme.
