Federation is a shared governance structure which provides a basis for extensive school-to-school partnership. Hard federation involves two or more maintained schools coming together within a single governance body, although federated schools remain separate schools, maintaining their own individual budget allocations and reporting results separately.
The decision on whether or not to federate is made by the governing bodies of the schools involved.
The process for becoming a hard federation is set out in regulations made under sections 24 and 25 of the Education Act 2002. This publication provides more information on hard federations, the benefits, and how to go about becoming a hard federation.
